The Project

A neighbourhood, not just a compound

Mass Hills sits on Pirmam Road in Erbil, close to the 120 m street. It is planned as a complete residential quarter: quiet villa streets wrapping a landscaped central spine, with a retail promenade, mosque, clinic, schoolrooms, sports facilities and a pool all inside the gates.

Every home is a low-rise villa with its own garden and garage — no towers, no shared corridors. Streets are laid out so that the through traffic stays on the perimeter and the interior belongs to residents, with a continuous walking track linking the parks, fountains and playgrounds.

The masterplan and villa architecture were designed by Vogue Architects, with the first phase completed in 2018. Homes are delivered fully built and thermally specified — thermal block structure, insulated foam-render façades, central heating and solar hot water as standard.

Who is behind it

Built by the group that powers the region

Mass Hills belongs to the Erbil property portfolio of Mass Group Holding — the Iraqi industrial conglomerate founded and chaired by the Iraqi-Kurdish businessman Ahmed Ismail Saleh.

Mass Group is not a property company that moved into infrastructure; it is an infrastructure company that moved into property. Its core business is heavy industry — build-own-operate gas power stations, cement and steel — and the housing came afterwards, on land next to the plants it already served.

In power, the group runs the gas stations at Erbil, Sulaymaniyah and Duhok that supply most of the Kurdistan Region's electricity, plus the Besmaya station outside Baghdad, one of the largest single-site gas power plants in the world. Total installed capacity across the portfolio runs to roughly 7,500 MW. Alongside it sit the Mass-Bazian cement works — around 8 million tonnes a year across three lines — and a steel and iron plant producing 1.25 million tonnes a year. The International Finance Corporation, part of the World Bank group, put $375 million behind the Kurdistan power expansion.

That background is the practical explanation for how Mass Hills is specified. Twenty-four-hour electricity, a central piped gas network, the shofazh system and the buried infrastructure are not bolt-ons bought from a contractor — they are the group's own trade.

Mass Hills
